Club Permit Information
Remember!
The club permit pre-approval and inspection process takes time, and won’t be rushed just because you have two days of your regular registration left. Plan ahead!
A snapshot
- Applicants for Club Permit must have been a member of the HCCV for at least 3 months before
submitting a pre-approval form.
- Applicants for Club Permit must have attended at least one club meeting or event during that 3-month period, and introduced themselves to a member of the Committee at an event.
- Vehicles submitted for club permit eligibility must be at least 25 years old or older to participate
in the scheme, be well presented and reflect that the owner is an enthusiast. - A log book entry must be made each day that the vehicle is used and the logbook must be
carried in the vehicle at all times when the vehicle is in use. - Failure to have the log book appropriately completed could result in a fine
for the driver and potential ramifications for the Club and could result in the
club losing its eligibility to participate
in the permit scheme, affecting all HCCV Club Permit holders. - Financial members of HCCV are able to apply for either a 45 or
90 day permit depending on how much use they expect to make
of their vehicles over a 12-month period. - As the HCCV is a Honda enthusiast club, the eligibility of vehicles
or the Club Permit are in the first instance to be Hondas that other
members of the club would consider of ‘interest’. - In relation to non-Honda’s – the aim of the club is first and foremost the
pursuit and preservation of Honda cars. - The committee may approve an application for a non-Honda. This would, however, normally be part of a collection of cars from the same owner who already has a Honda on the Permit Scheme.
Application process
Members must follow this process to allow them the opportunity to hold a Club Permit for a vehicle
through HCCV.
As described above, applicants for Club Permit must have:![]()
- Been a member of the HCCV for at least 3 months before submitting a pre-approval form.
- Attended at least one club meeting or event during that 3-month period, and introduced themselves to a member of the Committee at an event.
- Vehicles submitted for club permit eligibility must be at least 25 years old, well presented and reflect that the owner is an enthusiast.
Obtaining approval from HCCV for vehicles that have previously been
registered in Australia
- Ensure you have been a financial member of HCCV for at least three
months and/or ensure that your membership is up to date.
- Come to a club meeting and introduce yourself. We won’t endorse an application for a person
we have never met! This is so that we can ensure you are a genuine enthusiast who won’t be abusing our Club Permit status – we closely
guard our eligibility for the Scheme as the impact of a member found
using a vehicle outside the regulations could have serious repercussions on all members with Club Plated vehicles. - Complete the “Club Permit Pre-Approval Form” and email that, along with photos of your
CLEAN vehicle (please send separate images as shown on the photo guide
sheet and resize them, so they aren’t huge files), using the examples shown
on the guide sheet, to clubpermits@hccv.org.au - This will be presented at the next committee meeting – please note that
these meetings are scheduled on a monthly basis – so please allow
sufficient time to have this informationprovided.
- Once your vehicle has been pre-approved by HCCV Committee,
you will need to obtain a current VicRoads Roadworthy Certificate to show that the car is safe for road use. - Obtain from the VicRoads website the Club Permit application form
and the VESS (Vehicle Eligibility and Standards Declaration) and
bring them and your RWC to have HCCV’s authorised signatories sign off on your application. This is best done at either a club event, or a committee meeting. - Post or visit a VicRoads Customer Service Office with your paperwork, pay your fees (45 or 90 day permit and number plate cost) and obtain your
Club Permit plates. - Advise the Club Plate Administrator of your Club Permit number and expiry date.
Obtaining approval from HCCV for
vehicles that have not previously been
registered in Australia
(Examples of these kinds of vehicles may include a newly imported vehicle over 25 years of age.)
In addition to the requirements described in the previous section, you will also need:
- The Import Certificate, and;
- An additional VASS form (Vehicle Assessment Signatory Scheme Approval) from the VicRoads website that confirms the vehicle has been made to comply with the relevant ADR’s. Your import agent and/or compliance workshop should be able to assist with these.
Once my car is on a club permit
- HCCV will expect to see the vehicle (and member!) at least once a
year at a club event, whether it be our social meetings, our club meetings,
or one of the motorsport events listed in the calendar. - When a Club Permit vehicle and member attends an event to satisfy the “once per year event attendance” rule, the member should have their Log Book sighted and signed by a Committee member as proof of attendance.
- Any modifications you make to the vehicle after it has been accepted into
the scheme will also need to be cleared with the HCCV Committee, to
ensure the Club remains comfortable with how the vehicle is presented.
Further Information
The Club Scheme is not an avenue to bypass engineering approval for a vehicle to get it on the road.
Vehicles that have had significant modifications will be considered on a case by case basis, and may not be approved if they are deemed to be too modified for highway use, or that are not within the spirit of the Club Permit scheme. A current RWC is the strongest argument that the car is safe for highway use.
